Latest News on the Clean Air Zone

Totterdown is on the boundary of the Clean Air Zone and is likely to be affected by it. Below is the latest information available from Clean Air for Bristol.


Following the submission of our Outline Business Case (OBC) in November last year, we are continuing to work closely with the Government’s Joint Air Quality Unit (JAQU) to develop the clean air plans for Bristol ahead of submitting our Full Business Case (FBC).

Adjustments to diesel ban area

We are continuing to model and refine the information we have to ensure we meet the legal direction of reducing levels of nitrogen dioxide to legal levels in the shortest possible time. An important part of this process has been discussions with key stakeholders across the city about how we can best minimise the impact of our plans. These discussions have resulted in some adjustments being made to the diesel ban area. This includes:

  •  Adjusting to allow for diesel cars to travel from A370 to A4
  •  Adjusting to allow access to Cabot Circus for diesel cars
  •  Removal of the plans for a weight restriction on Marlborough Street and Upper Maudlin Street

Exemptions, concessions and mitigation measures

We are now very close to agreeing a package of exemptions, concessions and mitigation measures to lessen the impact of our plans. This package is likely to include, among other things:

  •  Concessions for disabled passenger vehicles and blue badge holders
  •  Concessions for low income households
  •  A solution for patients needing to access the hospital

Following discussions with Bath and North East Somerset Council (BANES), we are exploring replacing the proposed scrappage scheme with a grant and loan system. BANES – who recently announced its own clean air plan – has carried out extensive work in this area and we are considering a number of potential options.
