What the Bristol City Council Clean Streets Enforcement campaign is about, how much you could get fined and how you’ll be able to pay your fine.
What Bristol City Council is doing
We’ve asked an enforcement company called Kingdom to work on our behalf giving Fixed Penalty Notices (fines) to anyone they see committing ‘environmental crimes’ around the city.

- Spitting
- Graffiti: this includes painting or damaging a tree or any road signs
- Fly-posting
- Not clearing up your dog’s mess
- Not keeping your dog under control
The enforcement officers will be on the streets of Bristol from Monday 6 November 2017.
How you’ll recognise the enforcement officers
The enforcement officers will wear navy blue polo shirts with the Bristol City Council and Kingdom logos on them. They’ll also carry warrant cards to identify themselves. They’ll have cameras on their jackets which they’ll use to record evidence.
Paying your fines
You’ll need to pay your fine within 14 days. If you pay your fine within 10 days you’ll only have to pay the reduced rate.

How you’ll be able to pay
You’ll be able to pay your fine:
- By phone, using a debit or credit card. You’ll be charged for using a credit card
- Online
- At any Pay Point Outlet
You won’t be able to send cash payments through the post.
If you don’t pay your fine
If you don’t pay your fine within 14 days, you could get taken to court. You could be fined up to £2,500 and you may get a criminal record.
How much this is going to cost the council
This service is funded by the fines that the enforcement officers bring in. That means that it won’t cost the Bristol tax payer anything. Any surplus money will be used to tackle environmental issues in the city.
Why Bristol City Council is doing this
74% of people in Bristol think that litter is a problem in the city. Last year around 7,000 tonnes of waste was collected from the streets. Picking up litter costs the city £6 million a year. This is money that could be better spent elsewhere.
