Statements / questions for the Extraordinary Full Council meeting at 6.00 pm on Monday 3 September in the Council Chamber at City Hall.
On this occasion, 265 public statements and 9 sets of public questions have been received, as per the attached details. Please note that details of all statements and questions received have been sent to the elected Mayor Marvin Rees and all councillors in advance of the meeting.
There is a limited amount of time available just after the start of the meeting for the public forum section of the meeting, which is the point in the meeting where statements and questions will be taken. Usually this is 30 minutes; on this occasion, given the number of statements and questions received, the Deputy Lord Mayor (who will be chairing this meeting) has indicated that she will extend this period to 1 hour, with approx. 40 minutes allocated to the presentation of statements and 20 minutes allocated to questions.
In chairing the part of the meeting dealing with statements, within the time constraints, the Deputy Lord Mayor will try to allow as many statements as possible to be presented (where individuals wish to do this), covering as many of the views expressed as possible about the arena site issue. Inevitably though, it is likely that there will not be sufficient time available to enable everyone to present their statements. To enable as many people as possible to speak, those who do so are asked please to summarise their main points and speak for a maximum of 1 minute (bearing in mind that all statements have been circulated in advance).
The Deputy Lord Mayor will also deal with as many questions as is possible in the time available. The elected Mayor will reply verbally to questions and, subject to time, an opportunity will be given for a supplementary question to be asked. Again, advance apologies if not all questions are reached in the time available but please note that, in any event, a follow-up written reply will be sent to all questions as soon as possible after the meeting.
For those attending, I would suggest that you aim to arrive at City Hall by 5.30 pm at latest if possible. Please enter the building via the main central entrance at the front of the building.
In terms of the public gallery space available in the Council Chamber, we will firstly be allocating seats to those people who are due to present statements or questions. Those not actually due to speak will be directed initially to an overflow area from where they will be able to view proceedings on a big screen “live” webcast. We will permit as many people as is possible in the public gallery, but you will understand there are health and safety restrictions that we must comply with.
